Auto Parts Tariff Inclusion Requests Open Until July 15 and Opportunity for Comments

The Department of Commerce’s International Trade Association (ITA) has established a process to request additional auto parts articles be included in the Section 232 tariffs on automobile parts imposed under Presidential Proclamation 10908 of March 26, 2025, “Adjusting Imports of Automobiles and Automobile Parts in the United States,” 90 Fed. Reg. 14,705 (Apr. 3, 2025).

There will be two-week windows for submissions every January, April, July, and October each year. The first window is currently open and will remain open until July 15, 2025. Following the submission period, a non-confidential version of each valid request will be posted on regulations.gov and open for public comment for 14 days. The ITA will determine whether to add the auto part within 60 days of submission.

All submission requests should be emailed to AutoInclusions@trade.gov. The submission must include the following 7 items:

  1. Applicant identification
  2. Description of the requested auto part article
  3. Eight or ten-digit HTSUS classification requested for tariff inclusion
  4. Explanation of why the article is an auto parts article
  5. Information on the domestic industry affected
  6. Statistics on imports and domestic production
  7. Description of how and to what extent imports of the article have increased in a manner that threatens to impair national security or undermine Section 232 automobile tariff objectives

Comments in response or opposition to the inclusion requests should address whether the product is an auto part article and whether increased imports of the article threaten to impair national security or Section 232 automobile tariff objectives.
