Ira E. Hoffman

Ira E. Hoffman is a Shareholder based in Butzel Long’s Washington, D.C. office. Mr. Hoffman has been practicing law for over 30 years, focusing primarily on government contracts, international law, commercial litigation and, more recently, cybersecurity issues. His government contracts practice consists of a wide range of topics, including bid protests, size protests and claims, teaming agreements, subcontracting, intellectual property rights, M&A, cost allowability, ethics and compliance, audits and investigations, the False Claims Act, suspension and debarment, security clearances, Foreign Ownership, Control or Influence (FOCI) mitigation, and small business issues including 8(a), HUBZone, SBIR, SDVO, and WOSB small businesses. His international practice focuses on international contracting and compliance issues, such as export controls (both ITAR and EAR), the Foreign Corrupt Practices Act (FCPA), Office of Foreign Assets Control (OFAC) sanctions, Committee on Foreign Investment in the U.S. (CFIUS) proceedings, antidumping and countervailing duty (AD/CVD) investigations, and Section 337 (imports infringing U.S. intellectual property rights). And his cybersecurity practice covers liability for security breaches, M&A due diligence, IG investigations, and strategies for compliance and mitigating cyber risk.
